Hisar: The National Human Rights Commission (NHRC) has taken note of a complaint alleging that a man was denied a meeting with then Hansi SP Amit Yashvardhan after he refused to surrender his personal mobile phone. The commission has sought an action-taken report from the Haryana DGP within four weeks.Advocate Naveen Bamel, the complainant, said he visited the SP’s office around 1:15pm on Dec 29, 2025, to flag the growing drug problem in Hansi. On being told by office staff that he could meet the SP only after surrendering his mobile phone, Bamel said he asked the staff to explain the legal, administrative or security basis for the condition. However, he said they could not provide any statutory provision, written order or security protocol.When he refused to surrender his phone, he was denied the meeting with the SP, and his visiting card was returned, the complainant said, describing the denial as an arbitrary exercise of official power.Bamel submitted a written complaint on Dec 30, 2025, but said no meaningful inquiry, action-taken report or reasoned outcome was communicated to him and that the State Police Complaints Authority, Haryana, later rejected his complaint.In his petition before the NHRC, Bamel alleged that denying him access to a public officer solely because he declined to surrender his personal phone amounted to an arbitrary exercise of official authority. He linked the alleged action to his fundamental rights under Articles 14, 19 and 21 of the Constitution and sought an independent inquiry and appropriate redressal.After examining the complaint, the commission directed that a copy be sent to the Haryana DGP for necessary action and that an action-taken report, duly translated into English, be submitted within four weeks of receipt of the communication.The notice issued by NHRC assistant registrar (law) Atul Kumar asked authorities to submit communications in the matter through the HRCNet portal.
