Gurgaon: Haryana govt has revised its policy for setting up nursing homes in licensed residential colonies, allowing qualified doctors to establish such facilities on residential plots taken on lease for a minimum of 10 years. The revised policy, issued by Town and Country Planning Department on Sept 8, supersedes the earlier instructions issued in Feb and follows demand from Indian Medical Association (IMA). It is aimed at facilitating access to healthcare facilities in neighbourhoods.Under the revised provisions, permission can be granted to qualified allopathic and AYUSH doctors who own residential plots or have taken them on a minimum 10-year lease, for providing nursing home services involving indoor admission and treatment. Doctors must have valid registration, be currently practising, and be registered with the local branch of IMA. Where permission is granted on a leased plot, the approval will remain valid only for the duration of the lease.The policy prescribes minimum plot sizes depending on the potential zone: 350 square yards in hyper and high-potential zones, and at least 250 sq yards in medium and low-potential zones. Nursing homes will have to be located on service roads along sector or master roads.The govt has also placed a cap on numbers — only one site will be permitted on service roads abutting or running along a sector-dividing road, while a maximum of four sites will be allowed in a sector. The permissions will be governed by the provisions of the policy dated Nov 10, 2017.The revised policy will apply only to licensed plotted colonies where internal services have been laid and a completion or part-completion certificate has been issued. Building plans, including those for additions or alterations to existing structures, will require approval from the competent authority and an occupation certificate.Nursing homes will have to follow Haryana Building Code, 2017, with residential-plot norms governing FAR, setbacks and height. Stilt parking will be mandatory, and all vehicles, including ambulances, must be parked within the plot boundary. No front boundary wall will be allowed.Basements may be used for clinics, X-ray and laboratory facilities subject to building-code provisions. Commercial activities, apart from diagnostic facilities, will not be permitted, though a pharmacy serving the nursing home’s indoor and outdoor patients will be allowed.Conversion charges have been fixed at Rs 10,000 per sq yard in hyper-potential zones, Rs 8,000 in high-potential, Rs 6,000 in medium-potential and Rs 4,000 in low-potential zones, with no additional charges, including EDC, to be levied.The policy also mandates hospital-waste disposal and effluent-management arrangements, and provides for regular inspections by the health department to ensure compliance.
