Hyderabad: After years of rapid growth in app-based transport services operating with limited state-specific regulation, the Telangana govt has begun framing its first comprehensive Motor Vehicle Aggregator Policy to bring cab and bike taxi platforms under a structured regulatory framework focused on passenger safety, driver welfare, fare transparency and technology-driven oversight.Transport minister Ponnam Prabhakar said the proposed policy aims to make app-based transport services safer, more transparent and passenger-friendly while laying down clear rules for aggregators operating in the state.“The govt has constituted a committee of officials to examine various aspects of aggregator-based transport services and recommend a comprehensive policy framework. The panel has completed extensive consultations with stakeholders and is now finalising its recommendations, which are expected to be submitted to the govt shortly,” the minister added.According to the minister, the committee has examined a wide range of issues, including passenger safety and security, welfare measures for drivers associated with aggregator platforms, vehicle fitness, permits, insurance coverage, safety standards, registration and authorisation of aggregators, and the regulatory framework governing app-based transport services.The panel has also studied the use of technology for monitoring aggregator operations, fare transparency, grievance redressal mechanisms for passengers and drivers, measures to enhance the safety of women passengers and women drivers, and systems for effective regulatory supervision of vehicles operating through digital platforms.Besides regulation, the committee has explored ways to strengthen data sharing between aggregators and govt departments and encourage the adoption of electric vehicles and environmentally sustainable transport.Officials said the committee held detailed consultations with aggregator companies, drivers, vehicle owners, passenger representatives, transport operators, technology experts and govt departments before preparing its recommendations. The objective was to develop a balanced policy that protects the interests of passengers and drivers while ensuring greater accountability from aggregator platforms.The proposed policy is expected to rest on five key pillars: passenger safety, driver welfare, regulatory compliance, technology and environmental sustainability.Once the committee submits its report, the govt will examine its recommendations before initiating the formal process to notify the Telangana Motor Vehicle Aggregator Policy.
