Bengaluru: A Bangalore Development Authority (BDA) inquiry has found a prima facie case against assistant executive engineer (AEE) B Jayaramaiah over alleged procedural irregularities in the regularisation of sites and suspected collusion involving two HBR Layout sites.The probe was ordered after Mohammed Anees and Fayaz Pasha filed a complaint on June 11, alleging that Jayaramaiah had colluded with general power of attorney (GPA) holders, affecting their possession of two sites. They also accused him of unlawfully recommending regularisation under the BDA Act.One of the claimants, Asif Khan, submitted documents stating that compensation for 1 acre and 20 guntas of acquired land had not been paid. He also produced a sale deed/GPA purportedly obtained from the khata holder of the notified land.The inquiry team, constituted on June 17, examined the acquisition history of land in Kacharakanahalli village, acquired for the HBR I Stage layout. While the award covered 2 acres and 20 guntas and possession was taken in 1986, records showed compensation had been paid only for 1 acre and 2 guntas. No payment records were found for the remaining 1 acre and 20 guntas, leaving what the team described as an “unresolved discrepancy” in the acquisition records.The investigators noted that after the high court permitted applicants in Feb 2025 to seek relief, representations were submitted. However, they found no speaking order by the competent authority or approval from the sanctioning authority before electronic case disposal reports (eCDRs) recommending regularisation were generated for multiple sites.The report also found engineering clearance reports had been issued for two sites that could not be traced to an approved layout plan. The complainants, who had purchased the sites from the original allottees, alleged interference with their possession after eCDRs were generated for other sites at the same location.The team concluded that Jayaramaiah recommended regularisation in four cases without mandatory procedural safeguards. It said he failed to address discrepancies relating to compensation, pending legal issues, site numbering or ensure a speaking order had been passed before initiating file action. It also noted that regularisation had been recommended for what was effectively vacant land.BDA officials said strict action would be taken against anyone acting against the authority’s interests. Jayaramaiah could not be reached for comment.
