Patiala: The Punjab State Power Corporation Limited (PSPCL) has introduced a 45-day voluntary disclosure scheme (VDS) from Oct 1, allowing agricultural power tubewell consumers to regularise unauthorised additional load at reduced rates.Issued under directions from Punjab chief minister Bhagwant Mann, the circular applies to agricultural tubewell consumers existing up to May 29. Consumers may remove unauthorised load or regularise it by depositing the prescribed amount.Service connection charges under VDS have been fixed at Rs 2,500 per horsepower, compared with the normal rate of Rs 6,572. The security amount has been reduced from Rs 400 to Rs 200 per horsepower.Consumers making a self-declaration must complete prescribed Form 1. If a representative carries out the process, he must also submit an undertaking under Form 2.Field officers and enforcement teams will inspect agricultural connections to verify connected load and help consumers assess unauthorised load correctly. No penalty or load surcharge will be imposed during the scheme period.The power corporation stated that capacity augmentation cases will be processed on a first-come, first-served basis. If regularisation requires augmentation of a service line, cable or transformer capacity, it will undertake the work at its own cost.
