Ahmedabad: Times News NetworkState School Management Federation has directed all grant-in-aid and self-financed primary, secondary, and higher secondary schools across Gujarat not to form new school management committees (SMCs).Issuing a circular to clarify the position, the federation addressed confusion arising from guidelines under the National Education Policy (NEP), Samagra Shiksha Abhiyan, and the Right to Education (RTE) Act, 2009.The federation noted that self-financed schools receive no financial assistance or grants from either the central or state govt, exempting them from establishing SMCs under federal schemes.For grant-in-aid secondary and higher secondary institutions, the federation highlighted their legal status as public trusts. Because authorised trustees listed in the public trust register (PTR), maintained by the deputy charity commissioner, already handle administration, creating separate SMCs is legally unnecessary.Addressing queries regarding Gunotsav assessment for Classes 1 to 5, the circular instructed schools to submit details of existing trustees registered in the PTR rather than forming new committees for the evaluation.
