Aizawl: Mizoram CM Lalduhoma has alleged large-scale irregularities in the recruitment of employees by the state’s three autonomous district councils, saying govt will formulate common recruitment rules for all the councils.During a visit to Siaha, the headquarters of Siaha district and Mara Autonomous District Council (MADC), on Friday, Lalduhoma said the three councils spent an average of 97.14% of their annual fund allocations on employee salaries.He said Lai Autonomous District Council (LADC) spent 100% of its annual allocation on salaries, while Chakma Autonomous District Council (CADC) spent 97.96%.“Five Grade 4 employees are engaged to run a single supply warehouse,” he said. Lalduhoma alleged that council funds were being used for election campaigns, leading to the recruitment of more employees.“This has become a major headache for the government and should not be allowed to continue,” he said.Referring to a report submitted by a study team headed by the state chief secretary and a report of an inquiry commission headed by the deputy commissioner of Lunglei district, Lalduhoma said Governor had taken a decision on the matter.According to the decision, none of the councils would be allowed to spend more than 60% of their fund allocations, he said.The CM said the state govt would constitute a special team to pursue the matter and draft common recruitment rules for all the autonomous district councils.He added that once the decision was implemented, a large number of employees working under the councils would have to be removed.Lalduhoma’s visit to Siaha came a few days after MADC executive committee held a separate event to mark India’s 80th Independence Day while protesting the non-payment of the council’s revised estimates for two consecutive financial years.
