Lakhimpur Kheri: ‘Chhoti Kashi’ has bigger development plans

Lakhimpur Kheri is one of the largest districts in Uttar Pradesh in terms of area. It is known for its fertile land, sugarcane fields, forests and the famous Dudhwa National Park. For many years after independence, the district faced problems like poor roads, malaria, weak connectivity and limited development. Under Chief Minister Yogi Adityanath’s leadership since 2017, the district has seen clear and steady change. The Chief Minister himself has said that Lakhimpur Kheri is no longer a backward district and that its land is like gold.

Major development projects and investment

The government has launched and inaugurated projects worth thousands of crores in the district. In February 2025, Chief Minister Yogi Adityanath inaugurated and laid the foundation for 373 projects costing over Rs 1,622 crore. He also started work on the Gola Gokarnath Shiva Temple Corridor, also called Chhoti Kashi, at a cost of about Rs 96 crore. This will improve facilities for devotees and boost religious tourism. In the same visit, the foundation was laid for India’s first PLA (bio-plastic or biopolymer) plant at Kumbhi, set up by Balrampur Chini Mills with an investment of around Rs 2,850 crore. This plant will use sugarcane by-products and create new jobs while supporting farmers. Overall, projects worth nearly Rs 4,500 crore have been started or completed in the district in recent years. In April 2026, another big package of 538 projects worth Rs 1,311 crore was launched. These covered roads, education, health and other basic needs across seven assembly areas.

Better law and order and good governance

One of the first big changes came in law and order. The state government focused on reducing crime and making people feel safer. This helped create a better atmosphere for investment and daily life. The district administration has also performed well on the Chief Minister’s Dashboard. In recent months, Lakhimpur Kheri has secured high ranks in development and revenue work. Two blocks in the district – Dhaurahara and Bankeganj – received medals from NITI Aayog under the Aspirational Blocks Programme for good work in health, nutrition, agriculture and social development. These rankings show that government schemes are reaching people on the ground in a better way.

Land rights for tribal and displaced families

A very important step was taken for the Tharu tribal community. In Palia tehsil, 4,356 Tharu families from 34 villages received full land ownership rights over 5,338 hectares of land. Many of these families had waited for decades. Land rights were also given to families affected by river erosion and to some displaced Hindu families. Along with land papers, the families received benefits under schemes like Pradhan Mantri Awas Yojana, Ujjwala, pensions and farmer support. This has brought security and dignity to many poor households.

Health, education and basic facilities

A new medical college has started functioning in the district. This is a big step because people earlier had to travel far for higher medical treatment. Schools and basic health services are also being improved. Under the Jal Jeevan Mission, work on providing tap water to homes has moved fast. Pipelines have been laid across most villages and household connections have reached nearly 97–98 per cent of the target. Solar plants and overhead tanks are also progressing rapidly. Flood control measures are being strengthened to protect farms and homes during the monsoon.

Roads, connectivity and tourism

Road connectivity in the district has also improved during the last few years. The Lakhimpur-Mohammadi road is being widened and strengthened. Plans for new four-lane stretches inside the city are being prepared to reduce traffic jams. Rail links, including the Bahraich-Mailani line, are getting attention. An airstrip in Palia is being developed into a full airport. This will help tourism and business. Dudhwa National Park is being promoted for eco-tourism. Better roads and safety will bring more visitors. The Gola Gokarnath temple corridor will add to religious tourism. Together these steps can create local jobs in hotels, transport and guiding.

Support for farmers, youth and traditional crafts

Lakhimpur Kheri is a major agricultural district. Farmers continue to benefit from schemes like PM-Kisan, better irrigation and sugarcane payments. Under the One District One Product (ODOP) scheme, tribal crafts and jaggery products are being promoted. Young people and artisans get training, toolkits and financial help to start small businesses. The Chief Minister Yuva Udyami scheme offers interest-free loans up to Rs 5 lakh to youth who want to become self-employed. Self-help groups of women have also received revolving funds to grow their activities.

Housing and rural development

Thousands of families have received pucca houses under central and state housing schemes. Model rural colonies with water, electricity, solar lights and other facilities have been built for landless families. Village roads, drains and panchayat buildings are being upgraded. These small but important works improve daily life in rural areas.

Looking ahead

The changes in Lakhimpur Kheri show a clear direction. The district now has better roads, a medical college, industrial investment, land rights for tribal families, stronger tourism potential and improved basic services. Challenges like completing remaining water schemes and further improving connectivity still exist, but the overall picture is positive. Chief Minister Yogi Adityanath has repeatedly said that the fertile land of Lakhimpur Kheri can bring prosperity if proper support is given. The projects of the last nine years – from bio-plastic plants and temple corridors to land rights and medical facilities – are steps in that direction. With continued focus on infrastructure, industry, tourism and welfare, Lakhimpur Kheri is moving from a once-backward image towards becoming a more developed and self-reliant district of Uttar Pradesh.
