Jaipur: The state govt has directed all departments to complete departmental promotion committee (DPC) meetings for 2026-27 across all cadres by Nov 15, warning that delays are depriving employees of timely promotions.In a circular issued on Oct 28, the department of personnel has asked administrative departments and heads of departments to expedite promotion proceedings, noting that several departments were yet to hold DPC meetings despite the state having granted a relaxation of up to two years in the prescribed experience or service requirements for promotions in Aug 2026.The circular, issued by DOP secretary Archana Singh, reiterated the existing timeline for conducting DPCs, under which departments are required to publish provisional seniority lists as on April 1 by Jan 1, issue final seniority lists by April 1 and complete promotion proceedings by May 31 every year.The personnel department said service rules governing seniority and promotions require departments to prepare and circulate seniority lists annually as of April 1. Based on the availability of vacancies, departments must subsequently convene DPC meetings and initiate promotion proceedings.It also referred to an earlier circular issued on Aug 26, 2023, which laid down the time-bound schedule for completing the exercise.The latest directive follows the state govt’s decision to grant relaxation of up to two years in the prescribed experience or service requirements for promotion in various service rules. The relaxation was notified on Aug 17, 2026, in compliance with an announcement made by the chief minister in the 2026-27 Budget.However, the department observed that DPC meetings for the current financial year had not been conducted in several departments, preventing employees from receiving the benefit of promotions on time.The circular has directed all administrative departments, heads of departments and appointing authorities to ensure that DPC meetings for every cadre are held by Nov 15 and necessary action for promotions is completed.
