Ghaziabad: The district magistrate has directed officials to recover Rs 6 crore in outstanding recovery challans (RCs) against Ghaziabad Development Authority (GDA), which were issued by UP-Rera over the years.As a developer, GDA is governed under UP Rera rules, and recovery of RCs against it is the DM’s responsibility. An aggrieved homebuyer petitioned the Allahabad high court, which directed the DM to act.In a letter to the GDA vice chairperson dated Sept 2, the DM said that unless GDA gets a stay from the court, the administration will be forced to recover the RC amount from GDA, exercising powers vested in its office.“The development authority is weighing its options in response to it. The matter will be sorted out soon,” a GDA official said.According to a district administration official, UP Rera has issued 28 RC orders worth over Rs 6 crore against GDA since 2021, but the development authority has failed to clear dues. Under section 40(1) of UP Rera Act and rule 23, the amount is collected or enforced through the respective district magistrates. The consumer forum has also issued nine RCs against GDA.The official said that a tehsildar is tasked with initiating the RC realisation process on behalf of the district magistrate. “In this case, the amount was to be recovered through two accounts operated by GDA, but the development authority’s finance controller prevented the district administration from withdrawing any amount,” the official added.On Dec 11, 2025, UP Rera issued a recovery certificate against GDA in favour of an aggrieved homebuyer. When GDA failed to clear the dues, the buyer filed a writ petition in the Allahabad high court in July this year.The court initially directed the district magistrate to “expedite the recovery process of amount recoverable in pursuance/compliance of the Recovery Certificate”. However, in an order dated Aug 18, it directed GDA to complete the “formalities as required in law pursuant to the letter most expeditiously and preferably within a period of three weeks, if there is no legal impediment”.“After the court’s order, it becomes imperative for the district magistrate to expedite the recovery challan realisations not only in this case but in all 38 cases — 28 issued by UP Rera and nine by the district consumer forum. It is to this effect that a letter has been written to GDA vice chairperson Nand Kishore Kalal by district magistrate Ravindra Kumar Mandar,” the official said.
