Gurgaon: A construction and demolition (C&D) waste processing plant planned at Babupur along the Dwarka Expressway has come under scrutiny after locals reported seeing several trees cut down at the site and questioned whether the facility had the required environmental clearances to take such actions.The proposed facility in Sector 108 is surrounded by the residential sectors 102, 106, 107, 108 and 109 and sizeable green cover. Many who live in these sectors have expressed concern over a waste processing plant being built near a residential area and said it could affect their health.The concerns gained further weight after Haryana State Pollution Control Board regional officer Akanksha Tanwar told TOI that the board has not received any proposal for setting up a construction waste processing plant at Babupur. Under the Construction and Demolition Waste Management Rules, 2016, operators of such facilities are required to obtain authorisation from the state pollution board before construction begins.When contacted, MCG said construction for the project was yet to start.Documents accessed by TOI, however, show that MCG had already initiated preparatory work. A letter of acceptance issued on Oct 10, 2025 awarded a Rs 90 lakh contract for the construction of a 6-metre-high boundary fence around the plant and a construction waste dump site for the project at Babupur. The contract prescribed a construction period of 150 days.

Many who live in the residential sectors have also claimed the project has affected the green cover in the area. They said several trees have been felled over the past few months to make way for the construction of the plant. “We are not opposed to scientific management of construction and demolition waste. But environmental laws and statutory approvals must be followed. We are also concerned about tree felling and the impact such a facility could have on thousands of families living nearby,” said Sunil Sareen, vice-president of the RWA of Emaar Imperial Gardens in Sector 102.In the complaint they filed at Rajendra Park police station on Wednesday, the residents sought an investigation into the alleged violations.The pollution control board’s authorisation is intended to ensure that a proposed construction waste processing facility is set up at a suitable location and has measures in place to control dust, manage wastewater and runoff, handle waste safely, and minimise its impact on nearby areas. The approval process also examines the site’s layout and pollution control systems before the facility begins operations.
