Gurgaon: The crackdown on illegal construction and unauthorised commercial activities in residential properties is set to expand beyond DLF and cover licensed colonies across the city.Following directions of Supreme Court, the town planning department’s enforcement wing has launched a comprehensive survey of residential properties to identify violations of sanctioned building plans, zoning norms and permissible land use.The latest DTCP order indicates that the exercise is considerably wider than a colony-specific drive. Nine teams have been constituted by the senior town planner (Gurgaon circle) with different teams assigned specific sectors and licensed colonies.The teams have been asked to complete the survey by Aug 15 and submit reports on a daily basis. They have also been directed to mark identified violations on the latest approved layout plans of the respective colonies.Enforcement teams have started surveys in Sushant Lok-1, Sushant Lok-2, Ardee City, South City and Suncity, among other licensed colonies. In the first phase, officials have focused on Sushant Lok-1, where around 500 properties are likely to be issued notices after completion of the survey.In Sushant Lok-1, enforcement teams conducted surveys to identify illegal construction and misuse of residential properties. The A, B and C blocks are among the areas being inspected, with several homeowners already issued show-cause notices in the initial phase. Properties found violating norms may face further action, including sealing or demolition.Town planner Amit Madholia said, “The survey has been started across licensed colonies in Gurgaon to identify illegal construction and unauthorised commercial activities in residential properties. Wherever violations are found, action will be taken as per rules, including notices, sealing and demolition. Action may also be initiated against architects found to have worked in violation of norms.”The development marks a significant expansion of the enforcement drive from DLF Phase 1-5 to other major licensed colonies, putting thousands of residential properties across Gurgaon under scrutiny for construction and land-use violations.DTCP has asked Gurgaon authorities to prepare an action-taken report for submission to the department, with a draft affidavit to be forwarded for approval by Sept 7.The Directorate of Town and Country Planning (DTCP), Haryana, has directed its enforcement teams to identify buildings and structures in licensed colonies where approved building plans have been violated or premises are being misused.The department has also authorised action, including sealing and demolition, wherever violations are established.Properties in Ardee City and South City were also inspected as part of the wider exercise. Officials are documenting properties where construction or usage is allegedly in violation of approved plans and licensing conditions.The violations being identified include unauthorised construction in stilt parking areas, deviations from sanctioned building plans, zoning violations and commercial use of residential properties.Officials are also checking properties where offices, paying guest (PG) accommodation, guesthouses, doctors’ clinics, salons, showrooms and other commercial establishments are being operated from residential premises.Their jurisdiction covers several prominent residential areas, including Sushant Lok, Ardee City, South City-II, Rosewood City, Uppals Southend, Nirvana Country, Mayfield Garden, Green Wood City, Westerlies, Ramprastha City, Sobha International City, Orris, Vipul World and others.According to officials, properties found violating norms will first be issued notices and given an opportunity to comply wherever applicable. However, enforcement action will follow against violations that are established and remain unaddressed. The DTCP order specifically provides for statutory notices, followed by sealing or demolition depending on the nature of the violation.Illegal construction in stilt parking areas is likely to face demolition action, while unauthorised commercial activities operating from residential premises could result in sealing of the property.The department may also recommend cancellation of occupation certificates and seek disconnection of utility connections in cases where such action is permissible under the rules.The department is also examining the role of architects involved in preparing building plans and other approvals. Officials said action could be initiated against architects found to have prepared or approved plans in violation of applicable norms, including possible blacklisting proceedings.The exercise follows SC’s August 4 order in a miscellaneous application. The court has stressed that authorities must report actual action on the ground, including sealing or demolition where warranted, rather than merely submitting formal compliance reports.
