Guwahati: Assam cabinet on Sunday cleared seven bills for introduction during the state assembly’s budget session, which begins on Monday. Among the key proposals are legislations to modernise the state’s emergency police response system with a Rs 100 crore boost and establish the Guwahati Satellite City Development Authority under the chairmanship of the Chief Minister .The approved legislations include the Assam Tourism (Development & Registration) (Amendment) Bill, 2026, the Assam Shops and Establishments (Amendment) Bill, 2026, Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026, Assam Ease of Doing Business (Amendment) Bill, 2026, Assam Jan Vishwas Bill, 2026, Guwahati Satellite City Development Authority (GSCDA) Bill, 2026, and the Assam Land and Revenue Regulation (Amendment) Bill, 2026.Briefing reporters after the cabinet meeting on Sunday evening, CM Himanta Biswa Sarma said the bills would be tabled in the assembly during the budget session.The cabinet also approved a major upgrade of the Assam Police’s Dial-112 emergency response system with an allocation of Rs 100 crore.The cabinet approved this integrated emergency response system, accessible through Dial-112, bringing police, fire, health and disaster response services onto a single technology-driven 24×7 platform. “In this scheme there will be 200 police vans and each of these will be under a sub-inspector. We will set up a call centre for 112, which will be set up at Lachit Barphukan Police Academy in Dergaon,” Sarma said.He said the revamped system would enable quicker emergency response by using GIS technology to identify the nearest police vehicle.“It will be like 200 mobile police stations,” he said, adding that a similar modern service was being run by UP and Telangana govts.The Centre for Development of Advanced Computing (C-DAC) will implement the Assam Police Emergency Management System (APEMS) project.Sarma said the emergency number would automatically connect callers to health and fire services whenever required and would function round the clock.To strengthen dairy infrastructure, the cabinet approved the lease of 33 bighas of land at Biswanath in northern Assam to Kaira District Co-operative Milk Producers’ Union Limited (AMUL) for setting up a Bulk Milk Cooler (BMC)/Chilling Centre.“This will aid in formalising milk procurement, strengthening cold storage and creating employment opportunities,” Sarma said.The cabinet also approved amendments to the Assam Minor Mineral Concession Rules, 2013, to be renamed as the Assam Minor Mineral Concession (Amendment) Rules, 2026. Under the new provisions, “all inbound vehicles carrying minor minerals (sand and stone only) from neighbouringstates shall pay Rs 150 per cu.m. charge and a transit fee of Rs 200 per vehicle shall be charged on all vehicles carrying any minor mineral.”In another decision, the Cabinet partially relaxed the austerity measures announced earlier by lifting restrictions on foreign visits by ministers and govt officials.Referring to land protection measures, Sarma said that, on the advice of the Union govt, the state would further strengthen the Assam Land and Revenue Regulation Rules to safeguard land in historic places such as Barpeta and Majuli from encroachment. He also said the govt would simplify regulations to improve the ease of doing business for small, non-polluting enterprises.He added that the proposed tourism legislation would absorb relevant provisions of the colonial-era The Sarais Act, 1867, following which the old law would be repealed. The Act governed the registration of sarais (travellers’ lodges) and puraos (halting places) with the local district magistrate.
