The Mukhyamantri Jokhim Prabandhan Evam Pashudhan Bima Yojana, stepping in to replace or upgrade older schemes like the UP Kamadhenu Pashu Bima Yojana, is a recently approved livestock risk management and insurance scheme launched by the Uttar Pradesh Government recently.With an allocated budget of Rs 60 crore for the 2026–27 financial year, it serves as an updated, highly subsidized safety net for livestock owners.
Key Benefits & Coverage
- Broad Protection: The scheme covers financial losses if an insured animal dies due to accidents, natural calamities, or epidemics.
- Permanent Disability: If an animal suffers a permanent disability and becomes completely unusable or stops yielding, the owner can claim up to 75 percent of the insured amount.
- Direct Payouts: Once a claim is approved, the money is credited directly into the beneficiary’s Aadhaar-linked bank account.
- Scale: The government targets insuring over 2.28 lakh livestock across all 75 districts of Uttar Pradesh in this financial year.
Subsidized Premium
One of the biggest draws of this scheme is its heavily subsidized premium, with the financial burden being mostly carried by the government. The government covers 85 percent of the cost, which is split between the Central Government (51 percent) and the State Government (34 percent. As a result, the livestock owner is only responsible for the remaining 15% share, meaning the beneficiary pays just Rs 15 out of every Rs 100 of the total premium.
Eligibility
The scheme is strictly targeted at supporting rural livelihoods and dairy operators.
- Eligible Keepers: Small and marginal farmers, landless livestock owners, and dairy farm operators in UP.
- Eligible Animals: Primarily healthy, adult milch animals (like cows and buffaloes). Newborns, very old, sick, or pregnant animals beyond a specific term are generally excluded.
Rules & The Claims Process
To ensure a successful claim, farmers must strictly follow these administrative rules:
- Ear Tagging is Mandatory: At enrollment, a government vet will inspect the animal, fix its market value, and attach a tamper-proof 12-digit ear tag.
- The 24-Hour Rule: If the animal dies, the owner must notify the veterinary officer or the insurance company within 24 hours.
- Post-Mortem Required: The carcass must not be disposed of before a government vet conducts a post-mortem and issues a death certificate.
- Photographic Proof: A photograph of the deceased animal clearly showing the intact ear tag is required during the claim process.
Document Submission
The required paperwork is to be submitted to the veterinary office or the designated insurance agent. Papers required:
- Aadhaar Card: For identity and bank linkage.
- Bank Passbook Details: For direct claim settlement in case of loss.
- Veterinary Health and Valuation Certificate: Provided by the vet.
- Ear Tag Details & Photograph: Proving the identity of the insured animal.
- Ownership/Land Documents: If applicable.
Receive the Policy Document
- Once processed by the empanelled insurance company, you will receive your insurance policy document.
- Keep this document, the tag number, and the enrollment photograph completely safe, as they are strictly required if you ever need to file a claim.
