Mumbai: Ride-hailing platforms like Uber and Rapido operating in Maharashtra sought licences under the state’s new aggregator policy, with Monday marking the last day for submitting applications. Senior transport department officials said major operators, including Uber, have applied to continue operations under the new regulatory framework.Among the other applicants is Bharat Taxi, which has sought permission to operate as an aggregator service across Mumbai and the state. Another notable entrant is Devabhau Sahakar Taxi, a govt-backed cooperative aggregator service promoted through the Devdutt Cooperative Society to create employment opportunities for educated unemployed youth in Maharashtra.Transport officials said all applications will now undergo scrutiny to verify compliance with the Maharashtra Aggregator Rules before licences are granted. Once approved, operators will come under a formal legal framework governing fares, driver welfare, passenger safety and service standards.The new policy introduces several significant changes for commuters and drivers alike. Surge pricing has been capped at 1.5 times the base fare, ending the possibility of steep fare spikes during peak hours or emergencies. Aggregators will also be barred from offering discounts exceeding 25% below the base fare.For drivers, the rules mandate that at least 80% of the fare amount must be passed on to them, limiting platform commissions and addressing a long-standing demand from driver groups. Drivers must also undergo verification and training, while app-based operators are required to provide insurance cover and ensure compliance with working-hour limits.Passengers stand to gain from features such as mandatory grievance redressal systems, verified driver details, insurance protection during trips and app interfaces available in Marathi, Hindi and English. Govt will also monitor vehicles through a GPS-based system.Officials said the policy aims to bring greater transparency and accountability to Maharashtra’s rapidly expanding app-based transport sector while balancing the interests of commuters, drivers and aggregators.
