Telangana high court suspends Rangareddy district administration’s move to put retired judge’s land on prohibitory list

Hyderabad: Telangana high court has ordered an interim suspension on the proceedings of Rangareddy district administration, placing 3.26-acre land belonging to former high court judge Abhinand Kumar Shavili and his elder brother Ashok Kumar Shavili in the prohibited list.Justice Pulla Karthi passed the direction on Tuesday while hearing the Shavili brothers seeking directions to the Rangareddy district administration and registration and stamps department officials to remove 3.26 acres of land at Gubbadi near Shamshabad from the prohibited land list. The judge also directed concerned authorities, including the registration and stamps department, to file counters in the matter and adjourned it to June 30 for further hearing.Counsel for the petitioners Vishnuvardhan Pisapati argued that the land parcel could not be classified as prohibitory land since the records clearly show that it was private land.“Moreover, it was done without even a notice to the petitioners or giving them an opportunity of hearing,” the counsel argued. He further placed before the court the records pertaining to the land starting from the 50s, details of its original owners, their predecessors from whom the petitioners purchased the land parcel during the 1980s through registered sale deeds and also proof that the petitioners were in possession of it since then. “Rules also clearly state that whoever is in possession is the owner,” the counsel added. They further claimed that local revenue authorities also issued passbooks in the name of the Shavili brothers, indicating that they were the legal owners of the land parcel. However, in Nov 2025, authorities issued proceedings notifying the land parcel as prohibited land under the Telangana Registrations Act.
