Tatkal appointments among Haryana's new digital reforms for property deals
Citizens will be able to track applications online and upload additional documents digitally

Gurgaon: Haryana has introduced a host of digital reforms, including passport-style tatkal appointments for property registration, aimed at simplifying land transactions.The upgraded system will enable citizens to complete most registration-related formalities online, reducing paperwork and visits to govt offices. Aadhaar-based e-KYC has been made mandatory for both parties, and digital signatures, biometric authentication and QR code verification have been integrated in the process to improve transparency and curb fraud.Citizens will be able to track applications online and upload additional documents digitally. The system also removes the need for separate submissions for certain departmental clearances, with verification taking place electronically.The system was introduced in Ladwa tehsil of Kurukshetra in Sept 2025 and implemented across the state from Nov 2025. Paperless Registration 2.0 has now been initiated based on suggestions received from stakeholders over the last eight months. The second phase also includes mutation.Under the new system, the application form for registry has been made simpler and more user-friendly. If any individual, company or institution cannot be present, they will now be able to appoint more than one person as their representative. Citizens can fill the deed themselves or through a deed writer, advocate or helpdesk.At the time of registry, information about which part of the land falls under the prime category and which under non-prime will be automatically displayed. If Section 7A of Haryana Stamp Rules is applicable, this information will also be shown. In case of any kind of irregularity, an auto-hold system will come into effect.“These changes will help curb land-related fraud as buyers will be made aware of the status,” said a revenue officer. Biometric authentication, digital signatures and Aadhaar-based e-KYC will also ensure 100% verification of identity, the officer added.A QR code-based system has been implemented for verification of documents. Any decision on verification will have to be communicated to the applicant by the third attempt.A facility to add additional e-stamps is available. Separate documents will not be required for DTP and NOC, and the entire process of departmental verification will be online. The work of Registration Clerk-1 and Registration Clerk-2 has been combined to one level which will save time.“Additionally, tatkal (immediate) registry appointments will be helpful for people who travel from other parts of the country or the world for property transactions,” said the officer.
