New Delhi: Delhi govt has directed all bus operators, including those running their vehicles registered in other states in the capital, to ensure strict compliance with passenger safety norms. Installing functional vehicle location tracking devices (VLTDs), panic buttons, fire extinguishers and first-aid kits has been made mandatory.The directions, which follow the gang rape of a minor on a sleeper bus in Noida in Aug, have been issued by the transport department with a focus on ensuring the security of passengers, particularly of women and children, said govt. The department will take enforcement action to check compliance, with violations liable to attract penalties.Transport minister Pankaj Kumar Singh said passenger safety was “non-negotiable” and that every bus running in Delhi must meet prescribed safety and operational standards, with essential systems and equipment remaining functional at all times.Operators have been asked to ensure VLTDs and panic buttons are operational and easily accessible to passengers. Buses must also carry serviceable fire extinguishers and first-aid kits. During night or idle hours, they can be parked only at authorised, secure and adequately lit locations.The department has directed operators to ensure that buses do not have curtains or unauthorised films on windows and comply with prescribed transparency requirements for windshields, rear and side windows.Drivers and bus staff have been directed to behave properly and courteously with passengers. Driving under the influence of alcohol or any intoxicating substance is strictly prohibited. Drivers and conductors must possess valid licences, uniforms and PSV badges, while operators must verify staff before deployment.The operators have also been told to ensure assistance to persons with disabilities while boarding or alighting. In cases of indecent behaviour, molestation, eve-teasing or any other offence against a woman, bus crew must immediately inform police and take the vehicle to the nearest police station, post or PCR van.All buses must have valid fitness and PUC certificates and comply with emission norms. Boarding and alighting should take place only at designated bus stops or authorised locations, while traffic rules and designated bus lanes must be followed.Violations may lead to penalties, detention or impounding of vehicles, and suspension or cancellation of licences or permits.
