Panchkula: In a major administrative overhaul aimed at ensuring unified civic governance, the Haryana Shehri Vikas Pradhikaran (HSVP) has initiated the transfer of internal civic infrastructure and services in its sectors to the municipal corporation (MC), Panchkula.In an official communication issued on July 10, the superintending engineer of HSVP Circle, Panchkula, directed the municipal corporation to take over internal services in HSVP sectors with effect from July 11. The move follows directions issued by chief minister Nayab Singh Saini during a meeting of the Panchkula Metropolitan Development Authority (PMDA) on July 10.Under the transfer, key civic services, including water supply, sewerage, storm water drainage and internal roads in notified sectors, will now fall under the jurisdiction of the municipal corporation. Officials said the shift is expected to streamline service delivery by bringing multiple civic functions under a single agency.The communication instructed executive engineers of MC Panchkula to coordinate with their counterparts in HSVP divisions I and II for the immediate takeover of assets and services.Under HSVP division I, the civic body will assume responsibility for water supply and sewerage services in sectors 2, 4 and 6 to 21, besides villages Majri, Devinagar, Maheshpur, Fatehpur, Haripur, Kundi (Badi and Chhoti), Railly, Abheypur and Budhanpur. Rajiv Colony, Indira Colony and Industrial Area Phases I and II are also included in the transfer.In HSVP Division II, the areas being transferred include MDC sectors 4, 5 and 6, Panchkula Extension sectors 23 to 28 and 31, and villages Bhainsa Tibba, Bana, Madanpur, Jaisinghpura and Nada.Apart from water supply and sewerage, internal roads and storm water drainage in sectors 23, 24, 27, 28 and 31, along with roads, parking areas and storm water infrastructure in MDC Sector 6, will also come under the municipal corporation.Officials said the consolidation is expected to improve accountability, simplify maintenance and provide quicker resolution of civic complaints. Residents have long complained of having to approach multiple agencies for different services, often leading to delays in addressing grievances.The transfer formalises a proposal that had received the chief minister’s approval last month. On June 27, mayor Sham Lal Bansal had announced the CM’s nod for bringing HSVP-managed civic services under the municipal corporation.“People approach the MC for every civic issue, but many services are controlled by different departments.
