Jaipur: Jaipur Development Authority has introduced a verification system to prevent builders with unpaid lease dues from floating new companies to secure fresh approvals.The mechanism links new layout and building plan applications with the identities of promoters, directors, and owners, allowing officials to detect whether applicants are connected to entities that defaulted in earlier projects.Officials said the move follows directions from the JDA commissioner to compile arrears across all zones. The additional commissioner (land) has consolidated zone-wise lists of builders and firms that failed to pay lease amounts or related charges. The database will now be used as a mandatory screening tool before any new proposal is processed.A senior official said the authority will examine whether individuals associated with an applicant company have links to previous firms that left dues unpaid.“If such a link is found, approval will be withheld until pending payments are cleared. The system closes a long-used route in which defaulters changed company names, formed fresh entities and sought sanctions without settling earlier liabilities,” an official said.JDA has also begun issuing notices to identified defaulters instead of waiting for them to apply again. Officials expect the exercise to improve revenue recovery and strengthen accountability in the approval chain. “By placing dues verification at the entry point of project approval, the authority aims to discourage repeat violations and ensure that public land revenues are not lost through corporate restructuring or name changes,” another official added.The mechanism marks a tougher compliance approach in Jaipur’s real estate sector, where approvals will now depend not only on project documents but also on the payment record of those standing behind concerned applicant companies.
