Gurgaon: Mutation process will now begin automatically once a property is registered. To make revenue services transparent, efficient and citizen-friendly, Haryana govt on Tuesday launched auto mutation system and paperless registration 2.0 across Gurgaon and all tehsils in the state.The auto mutation system eliminates the need for separate applications and repeated visits to revenue offices. Officials said the reform will significantly reduce processing time, improve transparency and ensure timely updating of revenue records.“The mutation copy can be obtained from the tehsil office. This reform will save time, reduce unnecessary visits to patwaris and prevent people from spending extra money during the mutation process,” a revenue department officer said.Mutation is the process of recording the buyer’s name in the land records after registration. Without it, the land continues to remain in the seller’s name, leaving scope for misuse. Under the existing process, patwaris enter mutations online, kanungos verify old and new records, and tehsildars give final approval.Earlier, many people failed to get mutation completed even after registration, which allowed fraudulent transactions in which the same land was resold despite an existing registry. Instant mutation will now prevent such attempts and help check fraud.The paperless registration 2.0 initiative aims to make property registration fully digital through online processes, document digitisation and technology-driven innovations. The new system is expected to save time, reduce paperwork and enhance administrative efficiency. The govt earlier implemented the initiative as a pilot project in Manesar. Following successful trials and modifications in the registry software, the system has now been rolled out across Haryana.The official said the step is in a direction of modernisation of revenue services in all tehsils and sub-tehsils of the district. “With the implementation of the auto mutation system, the process of mutation will begin automatically along with the registration of property. This will reduce the time taken in mutation work and citizens will not have to make repeated rounds of revenue offices. The new system will increase transparency in the working procedure and revenue records can be updated on time,” deputy commissioner Uttam Singh said.Under this system, more convenient and easy services will be available to citizens through digitisation of documents, online processes and technical innovations. District revenue officer Vijay Yadav said due to software update the work remained affected on Tuesday. “The software has been updated and registry will resume from Wednesday and now on the mutation will be done at the time of registry, no need for separate application,” said Yadav.Earlier, people had to visit patwar offices separately after registration, often making repeated trips and, in many cases, paying bribes. These expenses frequently ran into thousands of rupees. Officials regularly received complaints about delays in mutation and patwaris creating obstacles on one pretext or another. The new system is expected to end this inconvenience.
