Govt sets clear job lines for revenue, panchayat talatis

Gandhinagar: To streamline rural administration, improve accountability and make access to govt services easier for people, Gujarat govt has issued separate job charts for revenue and panchayat talatis. Panchayat minister Rushikesh Patel said the decision came after long deliberations on roles of the two cadres, adding that the move will remove ambiguity over responsibilities and bring greater transparency to village-level administration.Under the new job chart, the panchayat talati-cum-mantri will primarily handle work related to gram panchayat and rural development. This includes duties assigned to the gram panchayat secretary, implementation of Centre and state’s development schemes and certificate issuances. The official will also be responsible for matters related to village-site land, gauchar and panchayat-owned land, encroachment on public property, sanitation, drinking water supply, tree planting, gram sabhas and village-level committees.Revenue talatis will primarily handle matters related to revenue and land. These include work under various revenue laws and rules, matters concerning property and the Disturbed Areas Act, land records and surveys involving central and state govt land, and work under PM-SVAMITVA scheme implementation. They will also handle collection of land revenue and dues, maintenance of land records and rights, verification of rights over govt property and land, encroachment-related matters, land acquisition and administrative work linked to land revenue.
