Ahmedabad: Confederation of Real Estate Developers’ Associations of India (CREDAI), Ahmedabad, has urged the state govt to relax the plan-approval process for highrise projects up to 70 metres by delinking Special Technical Committee (STC) scrutiny from the Transferable Development Rights (TDR) mechanism. CREDAI has cited prolonged delays caused by irregular TDR availability.According to sources, CREDAI Ahmedabad office-bearers recently met chief minister Bhupendra Patel and submitted a representation on pending issues related to AMC approvals, including highrise-plan sanctions, building use (BU) permissions, parking enforcement, and green-building incentives.Developers said that for buildings between 45 metres and 70 metres, STC scrutiny is mandatory for plan clearance, but the STC process does not move forward until TDR loading is fully completed.Since TDR procurement and validation can take time and supply is inconsistent, projects remain stuck before scrutiny begins, affecting timelines and costs.The association said that, on average, five new projects every month fall in the 45-70-metre bracket in the city and the current sequencing is causing avoidable bottlenecks.CREDAI proposed a staged approval system in which scrutiny is completed in advance, without linking it to TDR.“Developers should be given primary construction permission for base permissible floor space index (FSI) without linking it to TDR,” the association has suggested. “After that, further permission should be given based on available TDR. The corporation should take a ‘registered undertaking-cum-indemnity bond’ from builders that they will not construct further until permission is given.”CREDAI raised objections to punitive action against builders over traffic and parking issues outside commercial complexes. The body demanded that BU permissions not be cancelled due to haphazard roadside parking by visitors and customers.“Penalising the building for violations by vehicle owners is unfair. Enforcement should target the person who parks illegally,” an office-bearer said.The association sought clarity on green-building refunds, requesting that eligible amounts be returned promptly or allowed to be adjusted against statutory dues in other projects undertaken by the same developer.
