Gandhinagar: Gujarat govt will organise a three-month-long ‘Reform Utsav’ from Oct 2, Gandhi Jayanti, to Dec 25, Good Governance Day, to gather citizens’ suggestions and feedback and use them to drive administrative reforms.According to an official statement issued on Tuesday, the campaign would focus on identifying, categorising and implementing suggestions received from citizens in a time-bound manner, with the aim of creating a wider impact across administrative system.Govt has already constituted the Gujarat Administrative Reforms Commission, which has been making recommendations for reforms aimed at making govt services more citizen-centric.A state-level committee headed by the chief secretary has been formed to plan, implement and monitor the Reform Utsav. District-level committees headed by collectors will also oversee the initiative at grassroots level.Govt has introduced a system to track suggestions received through the Reform Utsav portal and monitor their implementation. The portal will display number of suggestions received, those accepted for implementation and their current status.The campaign will follow a three-stage process — ‘Jan Manthan’, ‘Vimarsh’ and ‘Jan Samadhan’. During Jan Manthan, suggestions will be collected from citizens. Under Vimarsh, departments will examine the suggestions, identify possible reforms and classify them as ‘Quick Wins’ or ‘Medium-Term Reforms’.Under Jan Samadhan, ‘Quick Wins’ will be implemented between Oct 10 and Dec 20. For medium-term reforms, departments will prepare implementation roadmaps, upload them on the portal and begin the process.For a suggestion to qualify as a reform, it must be broadly applicable, address the root cause of an issue, improve future processes, have potential to become a standard rule or SOP, and offer a constructive solution.
