Noida: The Noida Entrepreneurs Association (NEA) has urged the Noida Authority to extend the deadline for making industrial plots operational by two to three years, citing delays caused by environmental restrictions, procedural requirements and labour shortages.In a letter to the Authority, the association said the existing five-year deadline from plot allotment to operationalisation is no longer practical under prevailing conditions. It pointed out that obtaining an Occupancy Certificate (OC), a prerequisite for an industrial unit to be considered operational, consumes a significant part of the available time.NEA president Vipin Malhan said construction activity remains suspended between October and February due to restrictions imposed under National Green Tribunal (NGT) guidelines. The halt also leads to migrant workers returning to their native places, with work taking another two to three months to resume after restrictions are lifted.The association also cited disruptions caused by the Covid-19 pandemic, when lockdowns triggered a large-scale exodus of migrant workers, affecting construction timelines.Seeking relief for entrepreneurs, the NEA requested an additional two years for industrial plots measuring up to 20,000sqm and three years for plots larger than 20,000sqm. It said the extension would allow entrepreneurs to complete construction, start operations and obtain the required operational certificate from the Authority.According to the association, Noida has nearly 10,000 operational industrial units, while around 500 are currently under various stages of construction.Additional CEO of the Noida Authority Satish Pal said the request involves a policy decision. “The competent authority will examine the proposal and take an appropriate decision,” he said.In an advisory issued on Friday, Union housing and urban affairs ministry granted a four-month extension for housing projects affected by the West Asia conflict. The relief applies to projects whose original, revised or previously extended completion date falls on or after Feb 28, 2026.
