Dimapur: Naga Students’ Federation has called for an overhaul of Nagaland’s inner line permit enforcement mechanism, seeking the creation of an autonomous Nagaland inner line regulation commission through legislation, restoration of checkpoints, a centralised entry-and-exit register and stronger coordination between departments.The demand was made by the federation’s inner line regulation commission in a 17-page representation submitted to Nagaland CM Neiphiu Rio. The commission said its review of 1,490 pages of records obtained under the Right to Information Act showed major gaps between detection and enforcement of ILP violations.According to the representation, 644 ILP defaulters were detected during police checks over two days in April, but only one removal was recorded in the material made available to the commission.The representation said hundreds of people were detected allegedly violating Nagaland’s ILP requirements during checking drives in 2026, but follow-up enforcement appeared limited, based on the commission’s compilation of govt records.The NSF’s commission said its consolidated recommendations were based on a two-day national seminar on the Bengal Eastern Frontier Regulation, 1873, held in Dimapur in Aug.It said it had also sought information from the state home department and all 17 district administrations in May 2026. The commission also cited earlier RTI applications filed in Aug 2025.The commission said the records, along with govt committee reports and other documents, pointed to “serious gaps” between detection and enforcement.According to the commission, Nagaland Police checked more than 1,900 passes on April 10 and 11 after the Assam assembly elections and the Mokokchung by-election.It cited the detection of 436 defaulters on April 10 and 208 on April 11, among other ILP-related detections.
