Chandigarh: The MC is set to introduce a sector-wise paid parking plan by outsourcing all paid parking lots in each sector to a single agency or contractor. Sector 17 will be the pilot, with all 20 parking lots, including the multi-level underground parking, combined in one tender. The tender document will be placed before the MC general house on Tuesday for discussion and approval.The MC plans to float the tender for four years, with an annual bid amount of Rs 3 crore for the 20 Sector 17 parking lots. The contractor quoting the highest bid will be allotted the tender, subject to laid-down terms and conditions. The prime objective, according to the MC, is to ensure well-managed paid parking. Penalties for different violations range from Rs 500 to Rs 10,000.The successful contractor will have to install smart parking features at sites with capacity of more than 50 four-wheelers within 30 days of taking charge.Revised parking rates will apply only after an MC committee inspects the site and issues a satisfactory compliance report. Features will include boom barriers, porta cabins, CCTV cameras at entry and exit points with at least 30 days’ recording, wireless handheld devices, digital payment/POS machines and a web-based dashboard.“Upon installation of the smart parking features, the contractor shall submit a written intimation/compliance report to the MC along with supporting documents, photographs and system details, requesting inspection of the site. Thereafter, MC may inspect the site through a committee of officers for verification of installation and functionality of the Smart Parking features. The contractor must display the approved parking rates on boards at both entry and exit points of each parking lot,” the tender document reads.All electric vehicles will be allowed free parking in earmarked spaces until March 31, 2027.
