Gurgaon: Private coaching institutes across Haryana will now have to register with the govt.The state govt has notified rules governing their registration, renewal and maintenance of records. The rules were notified by the higher education department, deputy commissioner Uttam Singh said on Thursday.Under Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026, operators of existing coaching centres as well as those planning to set up new institutes will have to apply online and pay a Rs 10,000 registration fee.The registration certificate will be valid for three years. Applications will be scrutinised by the competent authority within 30 days of receipt.If an application is found deficient, the district authority will inform the institute in writing and give it 10 days to rectify the shortcomings. However, the rules require the applicant to be given a reasonable opportunity of being heard before rejection.Haryana had enacted its parent law in 2024, but detailed rules have been notified in the backdrop of incidents in New Delhi, providing the mechanism for registration, safety compliance, record-keeping and district-level scrutiny.The notification comes amid the rapid expansion of private coaching institutes — particularly in urban and education hubs, including Gurgaon — where students increasingly rely on private coaching for competitive and entrance examinations.The move brings coaching centres under a formal registration framework and lays down a process for their renewal and record-keeping. Registered institutes will have to apply for renewal at least one month before expiry of their registration certificate.The rules also require every registered coaching institute to maintain prescribed records and upload them on its official website.Institutes will have to furnish the required information to the district authority every year and provide any additional information sought by the authority from time to time.The renewal application will have to be submitted online along with a Rs 5,000 fee. The district authority will scrutinise renewal applications within 10 days. If the renewal application is complete, the renewed certificate will be issued within one month of receipt of the application. The renewal certificate will be valid for one year.The notification therefore marks a shift from broad legislation to an enforceable regulatory framework. Haryana’s move to operationalise regulation of private coaching centres comes against the backdrop of growing concerns over the safety, transparency and functioning of the largely unregulated coaching sector.The rules follow a national push for tighter oversight after incidents involving student safety, excessive fees, misleading claims and pressure on young aspirants exposed to gaps in regulation. The new framework will require institutes to disclose key details, maintain records, meet prescribed safety requirements and comply with restrictions on coaching school-going children during school hours.
