Chandigarh: The Haryana govt prepares to permit “stilt-plus-four” floor constructions across most of the state, following a clarification from court that a recent ban applies exclusively to Gurugram.The move revived hopes for property developers and homeowners after the Punjab and Haryana high court narrowed the scope of its earlier stay. On April 27, a bench led by chief justice Sheel Nagu and justice Sanjiv Berry had specified that the interim stay issued on April 2 was based on infrastructure and encroachment reports unique to Gurugram. Consequently, other districts remain eligible for the high-density residential policy.Senior officials from the town and country planning department said a final decision was pending the receipt of the certified court order. Under the proposed 2024 building code, permission for four-floor structures built over a stilt parking level remains subject to strict criteria. Applicants must obtain a “no-objection certificate” (NOC) from immediate neighbours and ensure the plot faces a road at least 10m wide to accommodate local infrastructure.The policy has faced years of legal scrutiny, with critics arguing that existing utilities cannot support the increased population density.
