Ease of doing business bill to be tabled in assembly next week

Panaji: Goa govt will introduce the Goa Ease of Doing Business (Miscellaneous Amendments) Bill, 2026, in the monsoon session of the assembly to reduce regulatory and compliance burden, strengthen coordinated approval systems, and create a more efficient and business-friendly regulatory framework.Govt said the salient features of the Bill included decriminalisation of minor contraventions, rationalisation of compliance requirements, strengthening of industrial approvals, time-bound delivery of business services, expansion of digital governance mechanisms, and other ease of doing business reforms.A comprehensive review of various state enactments affecting businesses, industries, investors, and service delivery mechanisms identified opportunities to reduce unnecessary compliance requirements, decriminalise minor and technical contraventions, strengthen time-bound service delivery, expand digital governance mechanisms, and improve coordination among regulatory authorities.Accordingly, the Goa Ease of Doing Business (Miscellaneous Amendments) Bill, 2026, has been drafted as an omnibus legislation to amend specified enactments and institutionalise regulatory reforms that facilitate investment, promote trust-based governance, and improve ease of doing business in the State.The Bill seeks to amend certain enactments to improve the ease of doing business ecosystem through a combination of regulatory simplification, decriminalisation of minor offences, rationalisation of compliance requirements, digitisation of service delivery, and enhancement of institutional mechanisms for business approvals.The Bill also aims to strengthen investor facilitation through time-bound approvals, coordinated service delivery, expanded single-window mechanisms, and reduction of unnecessary procedural barriers. The proposed amendments are expected to promote investment, improve governance efficiency, reduce transaction costs for businesses, and support economic growth in the state.
