Jaipur: Rajasthan High Court Thursday directed restoration of security to advocate R S Raghav and issued a contempt notice to Jaipur police commissioner Sachin Mittal for alleged non-compliance with an earlier court order directing protection to Raghav.Justice Ganesh Ram Meena has asked Mittal to respond by Sept 2.The matter relates to a 2015 order passed by Justice M N Bhandari in a criminal miscellaneous application arising out of a bail plea in the case of Vikram Singh Shekhawat vs State of Rajasthan. Raghav, who was then serving as public prosecutor, had appeared for the prosecution in the bail application on Aug 4, 2015.According to the contempt petition, he was allegedly threatened by one of the accused in connection with his official work.The threat came to Raghav’s knowledge through Anita Jain, who was also involved in the dispute. Raghav subsequently moved a criminal miscellaneous application seeking protection.On Aug 20, 2015, the HC called the SHOs of Karni Vihar, Sodala and Vaishali Nagar police stations and directed the deputy registrar (Judicial) to record Jain’s statement, as she had expressed fear in making her statement before police.After recording her statement, the court directed the SHOs of Karni Vihar and Sodala to continue providing protection to Jain and Raghav “till further orders” and specifically directed the commissioner of police, Jaipur, to ensure compliance.“The 2015 order has neither been modified nor withdrawn, but the security provided to me was subsequently withdrawn. I have also submitted a representation to the commissioner on June 5, 2026, seeking restoration of the security, but no action was taken,” Raghav alleged.The petitioner thereafter served a contempt notice through his counsel on Aug 6, alleging continued non-compliance.The petition contends that “withdrawal of security despite the subsisting judicial direction amounts to wilful disobedience of the High Court’s order” and constitutes civil contempt under Section 2(b) of the Contempt of Courts Act, 1971.“I have sought against the commissioner for alleged wilful defiance of the 2015 order,” he said.
