LUCKNOW: Director General of Police (DGP) Rajeev Krishna has directed the launch of a seven-day statewide special drive, “Operation Cy-Vajra”, to intensify action against cyber criminals and strengthen victim-centric cyber policing across the state.The directions were issued during a high-level statewide review meeting held on July 6 to assess cyber crime control measures, improve cyber policing and ensure faster financial relief for victims of cyber fraud. The meeting was attended by DGP Cyber Crime BK Singh, DIG Cyber Crime Pawan Kumar, senior police officers from all police commissionerates and districts, cyber crime nodal officers, personnel from cyber police stations and cyber cells, and officials from the Cyber Crime Headquarters.The DGP said cybercrime control has been accorded special priority among the ten key focus areas identified after he assumed office, in line with Chief Minister Yogi Adityanath’s directions for stringent and result-oriented action against cyber criminals. He said sustained efforts to strengthen cyber policing, enhance the capabilities of cyber units, improve cyber intelligence-based investigations and provide prompt assistance to victims have placed Uttar Pradesh Police among the leading states in the country in cybercrime control.Reviewing the state’s performance between April 1, 2025, and June 30, 2026, the DGP noted that police had blocked 2,94,024 suspicious mobile numbers and 1,81,405 mobile devices (IMEIs) allegedly linked to cyber crimes. During the same period, police also placed a lien or hold on Rs 530 crore involved in cyber financial fraud cases, preventing the money from reaching cyber criminals.Rajeev Krishna directed all commissionerates and district police units to ensure prompt registration and disposal of cyber crime complaints so that maximum funds could be frozen before being transferred to fraudsters. He also instructed officers to identify and block suspicious mobile numbers, mobile devices and bank accounts used in cyber fraud by making optimum use of available technological resources and cyber intelligence.The DGP also reviewed the implementation of the Money Restoration Module (MRM) and Grievance Redressal Module (GRM) developed by the Indian Cyber Crime Coordination Centre (I4C) under the Union Ministry of Home Affairs.The Money Restoration Module (MRM) enables victims of cyber financial fraud to seek restoration of funds that have been placed on hold. Under the system, victims receive an SMS with a link to submit a restoration request after the concerned bank uploads their details on the portal. Following police verification, the bank processes the refund. Officials said no FIR or court order is required for restoring amounts below Rs 50,000, while restoration of amounts above that threshold requires registration of an FIR.The Grievance Redressal Module (GRM) provides relief to innocent account holders whose bank accounts may have been frozen during cyber fraud investigations. After the concerned bank completes enhanced due diligence, the complaint is forwarded to the investigating officer through the portal for verification and appropriate action.The DGP directed all police units to widely publicise both modules so that more citizens could benefit from the victim assistance mechanisms. He also stressed regular training of cyber police personnel, enhancement of technical expertise and continuous capacity building to keep pace with emerging cyber crime trends.Emphasising the need for a victim-centric approach, Rajeev Krishna instructed officers to accord the highest priority to cyber crimes targeting women and children. He also called for stronger cyber intelligence gathering, coordinated action against organised cyber crime networks and extensive public awareness campaigns on cyber safety.Concluding the meeting, the DGP directed all field units to develop a coordinated, technology-driven and victim-focused cyber policing framework and ensure timely, effective and result-oriented action against cyber offenders to strengthen public confidence and enhance cyber security across Uttar Pradesh.
