Agartala: Tripura has become the first state in India to fulfil all the priority areas under Deregulation — Phase I and Phase II, as part of the national initiative aimed at reducing compliance burdens, driven by the cabinet secretariat.The reforms aim to enhance the ease of doing business, promote digital governance, boost investor confidence, and expedite approvals in various sectors, achieving completion of all 51 priority areas related to deregulation, said Kiran Gitte, secretary of good governance.Tripura has attained the status of top achiever in the ‘Business Reform Action Plan’ with a 94% score in the reform evaluation framework, successfully attracting potential investments totalling Rs 35,140 crore through 394 signed MoUs. Additionally, projects worth around Rs 5,352 crore have started.“The govt has implemented significant reforms in land use, labour laws, tourism, and digital governance, positioning itself as a national leader in deregulation reforms. The cabinet secretariat spearheads this nationwide reform effort, aiming to ease compliance burdens, streamline governance, and foster a conducive environment for business,” Gitte said.He said Tripura has completed all 51 reform areas across both phases. Officials have described this accomplishment as a crucial advancement toward technology-driven governance and an administration friendly to investors. These reforms have bolstered Tripura’s ranking in the national ease of doing business, enhancing transparency, accountability, and the delivery of digital services.He said Deregulation Phase-I was launched in Feb 2025, engaging departments such as revenue, urban development, industries, labour, environment, fire services, pollution control board and digital governance.The administration has concentrated on eliminating outdated procedures and enhancing service delivery. A key reform was in land governance, where the govt streamlined land-use categories from over 100 down to only 10. The introduction of flexible zoning and mixed land-use systems is expected to stimulate industrial growth and the expansion of infrastructure in Tripura, Gitte said.In Jan 2026, Tripura initiated Deregulation Phase-II, aiming to broaden reforms across industries such as tourism, health, education, labour and environment. The govt has also rolled out self-certification for Change of Land Use (CLU) approvals in accordance with master plans and environmental regulations, Gitte said.
