Hyderabad: In a move to curb rampant illegal dumping of construction and demolition (C&D) waste amid rapid urban growth, the state govt has tightened regulations governing construction activities across three municipal corporations in the core urban region.According to the latest GO, the state govt has decided to restrict the issuance of No Objection Certificates (NOCs) and approvals for construction projects unless developers comply with stringent C&D waste management requirements.Under the new norms, approvals for all buildings, layouts, and demolition activities will mandatorily require the submission of an undertaking against illegal dumping, proof of linkage with authorised C&D waste recyclers, a comprehensive waste management plan, and a waste utilisation plan.The govt has prohibited the dumping or disposal of C&D waste in open areas, roadsides, drains, nalas, water bodies and other public places within the limits of Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC), and Malkajgiri Municipal Corporation (MMCs). Violations will attract penal action.Officials said all C&D waste must be transported exclusively to authorised processing facilities. Disposal at unauthorised locations will be treated as a serious violation under the new regulations. The GO places complete responsibility on waste generators for the collection, segregation, storage, transportation, processing, disposal, and utilisation of construction and demolition waste in an environmentally sound manner.In a push towards recycling and sustainable construction practices, the govt has also made the use of processed C&D waste mandatory in several sectors. Construction projects with a built-up area of 20,000 square metres and above, as well as all road and infrastructure works, will be required to utilise processed C&D waste.The processed material must be used in sub-base and base layers, non-structural concrete works, paver blocks, kerbs, tiles, backfilling, and landscaping activities. Road projects will also be mandated to incorporate recycled C&D waste in embankments, sub-grade and sub-base layers, shoulders, and medians.The GO also stated that all road cutting permissions within GHMC, CMC, and MMC limits will mandatorily require an undertaking against illegal dumping and proof of tie-up with authorised C&D waste recyclers. All commissioners, department heads, and nodal officers will be responsible for enforcing these instructions. Any lapses will be viewed seriously, the order added.
