Panaji: State govt has approved the demarcation of land at Loutolim in Salcete as an investment promotion area (IPA) following a proposal by M/s Venture Building Dreams Private Limited to set up a cricket academy and allied sports arena.The proposed project includes a hostel block, academy block, hotel block, villas, spectator gallery, pavilion, museum and clubhouse.The Goa Investment Promotion and Facilitation Board (Goa-IPB) received an online application from the company seeking approval for the project on its leasehold land and requesting govt to notify the project area as an IPA.At its 39th board meeting held on June 27, 2025, the Goa-IPB granted in-principle approval for the project and recommended declaration of an IPA over Survey Nos.

Those wishing to oppose the proposal can submit written objections, along with reasons, to the director of industries, trade and commerce within one month from the date of publication of the proclamation in the official gazette.The managing director of Goa-IDC conducted a public hearing under the Goa Single Window Clearance Act, 2021, and submitted the report to govt for consideration.“Govt is of the opinion that objections are insufficient,” a senior govt official said, adding, “notification may be issued.”According to the proposal, the project aims to create comprehensive infrastructure for a cricket academy and allied sports facilities, promote excellence in cricket, and strengthen grassroots talent identification. It also seeks to integrate the Fit India movement with sports infrastructure while addressing behavioural and psychological development among the younger generation through sports.A senior govt official said the project also proposes measures to improve the happiness index through sports, develop a multi-dimensional revenue-generating sports infrastructure model, incorporate architectural elements reflecting Goa’s socio-cultural identity, and establish health-focused residential training and tutorial facilities.
