Noida: Federation of Noida Residents Welfare Associations (FONRWA), representing over 120 RWAs, has appealed to the Noida Authority for the implementation of a directive that requires property owners to obtain a no-objection certificate (NOC) from the relevant RWA prior to the issuance of a transfer memorandum.“The current system of handing out transfer memos without NOCs creates complications around settling maintenance charges and updating resident records that further affect new owners,” said FONRWA’s president , Yogendra Sharma.The appeal was thereby made to ensure that all maintenance dues — which are often left pending, creating a financial burden on the RWA — are cleared by the property owner before the said transfer, along with due entry of new owners in the RWA records.According to FONRWA’s secretary-general, KK Jain, in plot-based sectors, approximately 40% of residents fail to pay their membership subscriptions, straining the financial resources of RWAs, which are utilised for maintaining community infrastructure like parks, footpaths, security and sanitation. Comparatively, in apartment- or flat-based accommodation, the non-payment rate is lower, ranging from 15% to 20%.“Making the NOC mandatory will minimise discretion and potentially curb opportunities for corruption and bribery. It will also show accountability, reducing resident disputes,” said Jain.Noida Authority has not responded to the appeal yet.
