Chandigarh: To streamline administrative processes and reduce delays, the Punjab govt has approved the use of the i-HRMS and e-File system for handling probation clearances, Modified Assured Career Progression (MACP) cases and leave-related approvals for govt doctors.The decision follows long-standing demand from govt doctors seeking time-bound and batch-wise clearance of probation and MACP cases through the i-HRMS portal, similar to the existing system for Annual Confidential Reports (ACRs).Doctors had raised concerns over prolonged procedural delays, noting that clearances for probation, 5-10-15 MACPs and sanctioning of leaves or No Objection Certificates (NOCs) often took weeks to months. These delays, they said, led to inefficiencies and fostered red tape within the system.Following the approval, all such service-related matters will now be processed through the i-HRMS/e-File system.All civil surgeons were directed on Monday to initiate the process of implementing the system. The district authorities have been asked to create user IDs and complete the mapping of all medical officers and regular clerical staff by April 30, with instructions to treat the exercise as a top priority.Officials believe that routing these cases through the digital platform will help eliminate procedural bottlenecks and improve efficiency across departments.The Punjab Civil Medical Services Association (PCMSA) welcomed the move.
