Lucknow: The National Green Tribunal (NGT) has directed the Uttar Pradesh govt and other authorities to ensure no construction is undertaken along the Gomti river in Lucknow in violation of the River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016. The interim direction came while the tribunal was hearing a petition alleging encroachment and construction activity on the river’s banks, riverbed and floodplain.The order was passed by the NGT’s principal bench on July 9 on an application filed by Alok Singh. Singh alleged that the Lucknow Development Authority (LDA) and other agencies were carrying out embankment work, building a four-lane road, and permitting high-rise buildings on or adjoining the Gomti floodplain.The petition argued that since the Gomti is a tributary of the Ganga, it falls under the 2016 order, which restricts construction on riverbanks and floodplains except as permitted under its provisions. It also requires prior approval from the National Mission for Clean Ganga (NMCG) for certain activities that affect the river corridor, including bridges, approach roads, embankments and similar works.During the hearing, the tribunal referred to these statutory provisions and issued notices to the respondents. Counsel appearing for the state govt submitted that no construction could be carried out in contravention of the 2016 order. Recording this statement, the bench directed the authorities not to proceed with any work that violates the order until further directions are issued.The applicant also told the tribunal he had approached the NMCG regarding the alleged violations. Following this, the mission wrote to the Lucknow district magistrate and the Uttar Pradesh chief secretary, seeking appropriate action.The tribunal noted that a separate application seeking demarcation of the Gomti floodplain is already pending before it. It ordered that both matters be heard together on Aug 25, when the legality of the ongoing works and compliance with river protection norms will be considered.Responding to the order, LDA officials said they would look into the matter and act according to law.
