Gurgaon: MCG has made it mandatory to mark all tenders on its GIS portal before sending them for administrative approval or processing payments. MCG Commissioner Pradeep Dahiya issued an order on Tuesday to ensure transparency, accountability and effective monitoring of tender-related activities, while also creating a proper digital record of civic works, officials said.The civic body has directed that no payment against a tender or work will be processed unless the concerned tender has been duly marked on the GIS portal. Before initiating or putting up a payment file, the concerned officer will have to download a certificate from the portal confirming compliance. By putting the tender or work on a location-based digital system, the corporation can potentially know what work is being sanctioned, where it is located and link that work to its official records. It also creates a digital trail that can be checked later.A GIS, or geographic information system, is a digital system that links information to geographical locations. For a civic body such as MCG, such a platform can be used to digitally map and track municipal works, their locations and related project information. By making tender marking on the portal a compulsory step, the corporation is seeking to bring tender and payment records into a common digital tracking system.For example, if MCG sanctions road repair work in a particular area, the tender and its details would first have to be recorded on the GIS portal. Later, when the contractor’s payment is submitted, the GIS certificate becomes proof that the tender was properly recorded on the system.The requirement has also been extended to the payment stage. The civic body has directed that no payment against a tender or work will be processed unless the concerned tender has been duly marked on the GIS portal. Before initiating or putting up a payment file, the concerned officer will have to download a certificate from the portal confirming compliance.“No payment of any nature against a tender/work shall be processed unless the concerned tender has been duly marked on the GIS Portal. Before initiating or putting up any payment file, the concerned officer shall mandatorily download the requisite certificate from the GIS Portal confirming the necessary compliance. The aforesaid GIS Portal certificate shall be attached with the payment file as an essential and mandatory document. Payment files submitted without the requisite certificate shall not be entertained/processed by the concerned branch,” read the order issued by MCG commissioner on Tuesday.MCG officials also said training on the functioning and use of the GIS Portal had already been conducted and that administrative and technical officers had been apprised of the procedure. The civic body said lack of awareness or training would not be accepted as a justification for non-compliance.
