New Delhi: Two bidders for the MCD’s MLFF-based toll tax and environment compensation charge (ECC) collection tender have written to Delhi CM Rekha Gupta, alleging that the municipal body unfairly qualified only three of the seven bidders. They claimed the tender conditions favour a few players and that their financial bids were higher than those submitted by the three “qualified” bidders. They have said that going ahead with the current bids will cause loss to public exchequer.The MCD on Thursday declared the three qualified bidders and their financial bids were opened.In its letter to CM, Skylark Infra Engineering, which has filed a case in Delhi High Court challenging the legality and fairness of tender conditions, has claimed that going ahead with the current bids will cause more than Rs 500 crore loss to public exchequer. Stating that its writ petition has been finally heard and the judgement is awaited, it said, “In these circumstances, the MCD’s decision to proceed with opening of the financial bids during the pendency of the writ petition and before the pronouncement of the judgement raises serious concerns regarding the fairness of the procurement process.“It has sought an independent inquiry through the vigilance department or central vigilance commission into the tendering process.Another bidder in joint venture, Sri Sai Enterprises and Ashmi Road Carriers, in the letter to CM has said that their bid price is “significantly higher” than the offer by the highest bidder who has quoted Rs 964 crore. While flagging the bid conditions that favour only a handful companies, it has urged the CM that the JV be declared technically eligible and qualified for the tender. It has said that not qualifying the JV would cause loss to MCD’s revenue.
