Jaipur LSG department bans use of govt vehicles for civic polls
Only on DEOs’ direction civic officials can continue with regular maintenance works

Jaipur: The Local Self Government (LSG) Department has barred candidates in the upcoming civic polls across 309 urban local bodies from using govt or municipal vehicles for campaigning after the Model Code of Conduct came into force.The order, issued by LSG Department director Juikar Pratik Chandrashekhar, lays down a 12-point list of dos and don’ts for candidates and officials during the code period.“There is a possibility that elected representatives of municipal bodies might use government or local body vehicles for election campaigning. Therefore, no vehicle belonging to the government or a local body shall be used by the Chairperson, Mayor, Deputy Chairperson, Deputy Mayor, or any other elected representative. Elected representatives must not utilize government facilities during election campaigning,” the notification states.Although Jaipur Municipal Corporation has been under an administrative regime since Dec 2025, a few ULBs across the state still have an active board comprising public representatives.The department has allowed urban body officials to continue development works that had started before the code took effect. Officials may also prepare Detailed Project Reports for proposed projects and carry out scrutiny, appraisal and approval processes.“However, new schemes, new development works, new tenders, and new work orders shall remain completely prohibited while the Code of Conduct is in force. ULB officials can carry out essential maintenance services—such as repairs to roads, drains, and streetlights—based on immediate requirements only on the directives of the District Election Officer,” the notification stated.Routine civic approvals will continue. Officials may process applications for building plans related to new construction, reconstruction or major structural changes. Lease deeds for plots sold through auction in approved residential or commercial schemes may also be issued if buyers cleared dues before the code was enforced. Revalidation or renewal of lease deeds and mutation of lease titles are permitted.However, ULBs cannot decide on land allotments or loan disbursements until the polls are over. Municipal meetings will remain suspended during the Model Code of Conduct period.
