Chandigarh: Haryana Human Rights Commission has ordered a physical inspection of Government Senior Secondary School, Gohana, Sonipat, after taking up 104 complaints by students alleging absence of a proper playground, inadequate classroom space and ventilation, insufficient sports and laboratory facilities and land encroachment.Commission chairperson Justice Lalit Batra said safe and adequate school infrastructure was closely linked to children’s health, safety, dignity and meaningful access to education. The allegations required factual verification before any conclusion could be drawn, he added.A report is to be submitted by the education and district administration authorities before the next hearing on Nov 4.The report will have to specify the total land recorded in the name or possession of the school, its present status, playground availability and condition, classroom numbers and dimensions, ventilation and natural light, and the availability of laboratories, sports facilities, toilets and drinking water. Authorities have also been asked to provide sanctioned student strength and present enrolment.Particular focus has been placed on the alleged 3.5-acre land. The commission has directed verification of its ownership and status and whether it is earmarked or available for construction of the school building or playground.Sonipat deputy commissioner has been asked to get the land and encroachment allegations verified through the revenue authority.The commission has also sought recent photographs and a site plan/demarcation report showing the school premises, classrooms, laboratory, workshop, playground, surrounding land and alleged encroachments. Authorities must also state whether temporary arrangements for sports and other essential facilities are required pending permanent remedial measures.The order referred to judgments of the Allahabad high court and Delhi high court concerning the need for adequate, child-friendly educational infrastructure and removal of encroachments from land earmarked for educational purposes.
