HC directs Centre to submit Goa’s 2025 stray dog census data

Panaji: The Bombay high court directed the Union fisheries, animal husbandry and dairying ministry’s director to submit the 2025 livestock census data, which includes the number of stray dogs in Goa.The HC said the data should be placed before the court by Sept 8 even if the census is not finalised.“This data would be relevant to understand the situation of the stray dogs on a taluka-wise basis in the state, which would be useful in facilitating compliance with the directions issued by the Supreme Court in Suo Motu Writ Petition (Civil) No 5 of 2025,” the court said.The HC perused an April 1, 2025 communication from the ministry to directors of animal husbandry departments in all states, stating that it had completed the livestock census and possessed data on the street dog census in Goa.The HC said govt figures were conflicting because the stray dog population was 9% of the population in 2023, and six months later it was 4.5% of the population.
