Rohtak: The Haryana Lokayukta has intensified proceedings in a complaint alleging procedural and administrative irregularities at Maharshi Dayanand University (MDU), Rohtak, directing the additional chief secretary, higher education department, Haryana, to submit a report within 30 days.The complaint, filed by RTI activist Jaipal under Section 10 of the Haryana Lokayukta Act, 2002, names former MDU vice-chancellor Prof. Rajbir Singh, former registrar Prof. Gulshan Lal Taneja, former dean (academic affairs) Prof. S.C. Malik, and several executive council (EC) members.According to the complaint, the decisions under challenge were allegedly taken in violation of the University Grants Commission (UGC) Regulations, the Haryana government’s policies, and the statutory provisions governing the university.The allegations include promotions in violation of UGC regulations, and re-employment after retirement allegedly approved in contravention of the Haryana government’s re-employment policy and the University’s statutory regulations.Jaipal has claimed that before the executive council meeting, he had submitted written representations to all EC members, urging them to ensure the decisions conformed to the University Act and calendar. Despite these objections, he alleged the executive council approved all the proposals, thereby extending undue benefits to a former registrar Prof. Gulshan Lal TanejaDuring proceedings held on July 10, the Haryana Lokayukta noted that the additional chief secretary, Higher Education Department, had not submitted the report sought in the matter.The Lokayukta has now granted the department a final opportunity to file the report within 30 days. It has further directed that a copy of the report be furnished to the complainant, who will have 30 days thereafter to submit his objections.The matter has been posted for further hearing on October 19, and a copy of the order has been forwarded to the additional chief secretary for necessary compliance.
