Panaji: The personnel department on Thursday issued an order to regularise contractual employees across state govt departments who have completed 10 years of continuous service. The order also imposed a ban on further recruitment to contractual posts, except in specified cases.All departments have been directed to submit the list of such employees within 15 days.The order also states that “no order of regularisation/appointment shall be issued without approval of the chief minister”.As per the order, if the relevant department does not have vacant posts to absorb the contractual employee, the posts will be created only for that recruit and abolished after the post is vacated by him or her.The order states that if the number of contractual employees eligible for regularisation exceeds the available vacant posts, additional posts will be created for them. However, these extra posts will be personal to the employee concerned and will be abolished once the employee retires, resigns or otherwise vacates the post.The new norms known as Goa (Contractual Employees Regularisation in service) Rules, 2026, will come into force on its publication in the official gazette. It will allow regularisation of services of employees on contract basis on Group ‘A’, ‘B’ and ‘C’ or erstwhile ‘D’ posts as one time measure.“Ban on contractual recruitment — there shall be no further recruitment on contract basis by any department, govt bodies except for a specific purpose, such as, appointment of consultant, expert in the field and for other requirement of manpower having specialized skills or manpower required for some state or central govt scheme,” said the order.Such employees required for a project will see their services mandatorily discontinued on performance/completion of the assigned task.The conditions state that the contractual employee should possess the eligibility criteria of minimum educational qualification and the employee should be within the maximum age limit as laid down in recruitment rules at the time of initial appointment.The services of contractual employees will be regularised against the vacancies of sanctioned posts in the department, govt bodies that are meant for direct recruits, states the order.The contractual employees, whose services to be regularised under these rules, on the basis of their past contractual service, will not be entitled to any benefit from the original date of their joining on contractual basis or from any other retrospective date, such as, arrears, seniority etc.The seniority of contractual employee whose services have been regularised under these rules shall be fixed below the junior most employee in the relevant cadre of the department, govt body on the date of issue of order for regularisation.
