GMDA asks NHAI to halt eway flyover work over land use
According to GMDA, the expressway’s alignment was extended beyond permissible limits and shifted from the designated 150-metre centre line, departing from the sanctioned design

Gurgaon: GMDA has accused National Highways Authority of India of illegally using its land for the construction of approach ramps for a unidirectional flyover on Dwarka Expressway for the Gurgaon–Pataudi–Rewari highway (NH-352W), and has asked the highways authority to halt work immediately.In a letter issued on April 16, GMDA said NHAI’s Rewari unit had initiated steps to use additional right of way (RoW) beyond the 90 metres of land formally handed over for the Dwarka Expressway project.The unidirectional flyover is being developed to facilitate connectivity between NH-352W and Dwarka Expressway. GMDA said the additional land falls outside the approved scope and its use amounts to encroachment. It termed the move “unauthorised” and in violation of agreed approvals.This comes on the heels of GMDA’s earlier objection that NHAI’s Dwarka unit had deviated from the approved alignment of Dwarka Expressway.According to GMDA, the expressway’s alignment was extended beyond permissible limits and shifted from the designated 150-metre centre line, departing from the sanctioned design.Because of the deviation, ongoing infrastructure works planned by GMDA are being hampered. Around 1km of planned service roads along Dwarka Expressway, under construction by GMDA near Daulatabad rotary, has been impacted by the alignment shift, GMDA said.GMDA has warned NHAI that failure to comply would invite legal action for unauthorised land use and violation of sanctioned plans.“NHAI did not adhere to the approved 150-metre RoW centre line while executing the Dwarka Expressway project. Now, they are using GMDA’s RoW for the construction of the approach to the vehicular overpass at Dwarka Expressway. We have asked them to stop the work immediately,” said a senior GMDA official.An NHAI official acknowledged receiving the letter but maintained that the authority had not undertaken any unauthorised activity or encroached on GMDA land.“The work is being carried out strictly within the right of way that was officially handed over to us. Around 90 metres of RoW was provided for Dwarka Expressway to PIU (project implementation unit) Dwarka from GMDA. For the construction of the VOP (vehicular overpass), the land transfer process was completed formally between PIU Dwarka and PIU Rewari. There has been no deviation from that arrangement on our part. As far as the ongoing work is concerned, construction is progressing and will continue,” said the NHAI official from PIU Rewari.NH-352W, a 43km corridor, is being developed to strengthen connectivity between Gurgaon and southern Haryana. The project is expected to ease pressure on the Delhi–Gurgaon Expressway and improve access to industrial hubs such as Manesar, Bilaspur and Dharuhera.At its junction with Dwarka Expressway, NHAI is constructing a 180-metre, two-lane unidirectional flyover to enable seamless movement towards Rewari from Delhi and Gurgaon. The link is aimed at reducing congestion on the Delhi–Jaipur Expressway and offering an alternative route for both commuters and freight traffic.According to NHAI, around 75% of work has been completed on the highway, with the authority targeting a July completion. The unidirectional flyover is expected to be ready by May.Dwarka Expressway, a key arterial road connecting Delhi and Gurgaon, intersects with NH-352W near Sector 37D. The Gurgaon section of the expressway was open to traffic in Feb 2024, while the entire 29.1km corridor has been fully operational since Aug 2025.
