Gurgaon: The department of town and country planning (DTCP) will resume enforcement action against illegal constructions in DLF Phase 3 after the Punjab and Haryana high court, in a May 29 order, limited an earlier interim restraint to only those property owners impleaded as additional respondents in the matter.Final restoration orders were issued on June 12 and 13 for properties not covered by any stay or status quo directions, and owners have been directed to voluntarily remove deviations from sanctioned building plans.The department is now set to expand into a large-scale drive across DLF phases 1 to 5, beginning with Phase 3 next week.The campaign will be led by district town planner (enforcement) Amit Madholia and will subsequently cover phases 1, 2, 4 and 5. The action will target illegal extensions, constructions in stilt parking areas, structures raised in violation of sanctioned building plans, and unauthorised commercial establishments — including paying guest accommodations and guest houses — operating from residential properties.The enforcement push follows the high court’s clarification in the DLF City Residents Welfare Association case that its Nov 26, 2025, interim order would henceforth protect only those who had been formally impleaded. According to department records, more than 3,500 properties across the five phases are no longer covered by judicial protection and are therefore eligible for action. DTCP had earlier issued notices to 5,099 property owners for violations, with details listed on its website.Property owners who have joined the court proceedings have been granted time until July 6 to file their replies. Speaking orders have already been passed in cases where owners submitted responses to departmental notices. Enforcement action against properties outside judicial protection, however, has already begun: the district town planning and enforcement (DTPE) office issued final restoration orders to more than 300 properties in DLF Phase 3 on Friday and Saturday.Beyond structures, the drive will also target encroachments on roads and right-of-way areas. Dedicated enforcement teams have been formed and machinery and logistical support put in place.“I appeal to all property owners to voluntarily remove illegal constructions and rectify violations immediately. Failure to do so will invite strict action, including demolition and sealing, under the Haryana Urban Areas Development and Regulation Act, 1975, and other applicable provisions,” said Madholia. He warned that no requests for relaxation would be entertained and that any attempt to obstruct officials on duty could result in FIRs for hindering govt work.The drive is expected to be one of the most extensive enforcement exercises in DLF colonies in recent years, as authorities move to restore planning norms and curb the growing misuse of residential properties for commercial purposes.
