Dibrugarh: The Second State Capital Region Development Authority-Dibrugarh (SCRDA-D) met on Tuesday to plan the city’s development as Assam’s second state capital.Dibrugarh MLA and SCRDA-D chairperson Prasanta Phukan chaired the meeting at the Dibrugarh DC’s office. Discussions focused on infrastructure, administrative arrangements, area demarcation and the newly constituted authority’s action plan.Officials discussed identifying, verifying and demarcating the notified State Capital Region through joint field verification, boundary maps and village-wise statements.The proposed region covers areas within a 20-kilometre radius of the Dibrugarh Capital Complex. The Assam cabinet approved the creation of the Second State Capital Region Area, Dibrugarh, and SCRDA-D on June 5. The authority will prepare regional and sectoral development plans, identify growth corridors and guide future urban expansion.Phukan said the authority would work to ensure systematic expansion supported by adequate infrastructure.“A new chapter of development has begun towards establishing Dibrugarh as Assam’s second state capital. Our focus will be on planned development, coordinated action and time-bound execution of projects,” Phukan said.The meeting reviewed ongoing and proposed projects involving roads, drainage, water supply, public amenities and other civic infrastructure. Officials also discussed strengthening these facilities for Dibrugarh’s expanded administrative role.Phukan stressed coordination among govt departments and local bodies.“The transformation of Dibrugarh into a modern and well-organised second capital requires collective efforts from all stakeholders. Every department must work in coordination and ensure that key works are completed within the stipulated timeframe,” he said.Khowang MLA Chakradhar Gogoi, DC Bikram Kairi, zilla parishad CEO Dipu Kumar Deka, municipal corporation commissioner Shivani Jerngal and district development commissioner Nandita Baruah attended the meeting. Other district and department officials were also present.The govt has earmarked Rs 500 crore over five years for infrastructure development in the region, in addition to funding for ongoing projects.
