Chandigarh: The Aam Aadmi Party (AAP) on Tuesday strongly opposed the Centre’s amendment to rules governing appointments in the Bhakra Beas Management Board (BBMB), calling it a “forceful” move and an “attack on federal structure” aimed at undermining Punjab’s rights.Punjab cabinet minister Harjot Singh Bains alleged the BJP-led Centre was trying to tighten control over the state’s key institutions and resources. “The BJP does not want to miss any opportunity to undermine Punjab and usurp its rights,” he said.Calling the amendment unconstitutional, Bains added, “It is a direct attack on Punjab’s rights and the federal structure… Removing the mandatory provision of appointing a Punjabi officer undermines local expertise and threatens the state’s interests.” He demanded that the decision be rolled back and asked BJP leaders in Punjab to clarify their stand.Cabinet minister Barinder Goyal termed the move a “deliberate and forceful attempt” to interfere in Punjab’s control over vital resources. He said long-standing conventions — with Punjab holding the member (power) post and Haryana the member (irrigation) post — had ensured balance, but were now being diluted through “clever wording”.Goyal also flagged the financial burden on Punjab, citing increased costs due to deployment of central forces at dams, and warned against any attempt to alter water-sharing arrangements.AAP Punjab media in-charge Baltej Pannu said making key BBMB posts “open” to outsiders showed the Centre’s intent to “capture Punjab’s water” and extend control over institutions like Panjab University and Chandigarh.The party said it would oppose any move that weakens Punjab’s rights and interests.
