Gurgaon: More than 700 families awaiting possession of their homes in the Aashiyara affordable housing project in Sector 37C are now questioning an additional demand of around Rs 2 lakh issued by the developer even as several essential facilities at the site remain incomplete.The issue came up during a review meeting with the senior town planner (STP), Gurgaon, on Wednesday, where Aashiyara Allottee Association placed on record the status of pending works and sought a written explanation from the developer for the possession-related demand. The project is being developed by Renuka Traders Pvt Ltd.According to the association, Phase-I comprises 716 flats, with allottees saying they completed 100% payment by 2022. However, possession is yet to be handed over with the necessary statutory approvals and essential infrastructure.The minutes of the Sept 30 meeting record that permanent electricity and potable water are not available inside the flats and that permanent sewerage arrangements are also incomplete. The STP, lifts, community hall, children’s creche, children’s garden/play area and other common facilities are among the works listed as pending. Road work near towers T12/T13 and the Phase-I boundary wall are also yet to be completed.The association has also raised questions over the Occupation Certificate (OC). The earlier commitment was to submit the OC application by Sept 7, but the meeting record states that the application remained pending as of Sept 30. The association has sought confirmation from DTCP on whether the project licence has been renewed or extended and what conditions, if any, remain pending.The allottees have sought a detailed break-up and contractual or statutory basis of the additional demand, besides clarification on whether it is linked to possession. They have questioned why such a demand is being raised while essential possession-related infrastructure and statutory requirements remain incomplete.The delay has also prompted closer monitoring by DTCP. A joint physical inspection of the project has been scheduled for Oct 17, with representatives of the allottees and builder expected to participate. A further review meeting is scheduled for Oct 22, with the STP directing the developer’s director to attend personally.The allottees want the inspection to establish the actual status of tower construction, STP, WTP, electrical and fire-safety systems, lifts, roads, drainage and common facilities needed for the OC. The association has demanded firm completion dates and department-led monitoring instead of general assurances that work is in progress.The association said its immediate concern was lawful possession with completed essential infrastructure and statutory approvals. It has also cited more than 150 reported HRERA orders concerning delayed possession charges, while saying its legal remedies on the issue remain open.
